I’m confused and frustrated

The hierarchy is not consistent...

I'm having a hard time understanding the error message. As far as I know, I do actually have a unique path to every limbs.

How could I fix this?

I solved it! I had some badness on my armature. Now I managed to go through the whole re-targeting process... yeahhh
